    The two new rules are as follows:


    1. Notice of the Iraqi Embassy in China:


    From May 2, 2018, in order to ensure the smooth export of goods to the Republic of Iraq, only the Certificate of Conformity (COC) issued (the certificate must be submitted and the Iraqi Embassy will be sent back together with the certification documents) before the origin can be carried out. Certification of certificates and commercial invoices.


    For goods not on the list, the above-mentioned inspection company is also required to issue a Certificate of Compliance (COI), ie (COC) and (COI) will be used as proof of certification for the certificate of origin and commercial invoice. The test certificate must be processed before shipment!


    2. The Umm QaSR Terminal Customs of Iraq, due to the replacement of the head of its management committee with a new leader from the original military background of Iraq, has enacted a new customs clearance management method for imported goods, which was implemented recently.


    The main contents include:


    a. All imported goods must be listed in accordance with the specific product name to be declared, and the declaration should not be summarized in general.


    b. The importer who makes the declaration must have the corresponding import qualification (IMPORT LICENSE) for each product name.


    c. Customs strengthens the review of importer qualifications and import customs declaration materials, and increases the inspection of imported goods and penalties for violations.


    At present, the new regulations of Umm Qasr Port are 100% executed at the North Port Customs of UMM QASR, and have not been fully implemented in Nangang Customs.


    In order to avoid the large number of goods that cannot be declared due to the lack of import qualifications and complete documents required by the new regulations, resulting in the detention of the port area, which has many negative consequences, I hope that you must understand these new regulations.


    In addition, it is recommended that the goods exported to UMM QASR be prepared as follows:


    a. All product names must be clearly listed in advance to the Iraqi consignee to verify whether they can be cleared locally as importers.


    b. The consignee in Iraq must have the relevant import qualifications for all the product names of the goods; if there is no or not all, the qualifications under the part of the product name that are not required must ask the consignee to implement the relevant company with the qualification. Come as customs clearance for importers.


    c. Documents for visas of the Iraqi Embassy in China and commodity inspection documents such as BV must be available.
